I have the honour to ask your attention to the ac-

companying copy of a telegram addressed to Her Majesty's Charge

d'Affaires at Peking and covering letter, both making very brief

reference to the present unsatisfactory position of affairs in

}

Southern China, and dealing with the desirability or increased

protection to British shipping trading in Chinese waters.

In forwarding copy of this correspondence, for the

information of His Excellency the Governor, I am conforming

to the practice followed on previous occasions.
